Are raccoons supposed to be out and about?

On my way home from work I spotted 3 raccoons on the side of the road… Very cool looking animals. I had never seen one before. They were all out of a drain when I walked by, but I thought they were cats… Then I stopped and saw they were a bit different than cats… By the time I realized I could take pictures with my mobile, they got inside the drain…

Are they docile animals? I didn’t want to get any closer because I didn’t want to get attacked by another wild animal… (I was almost attacked/chased - possibly killed by Elks at the Rocky Mountain National Park a couple of weeks ago)
